Procedural Integrity and Its Impact on Cargo Handling at Port Klang, Malaysia

ABSTRACT: Port Klang is vital to the national economy, requiring strict procedural integrity to ensure security and investor confidence. This study investigates integrity violations specifically corruption, non-compliance, and abuse of power in Malaysian cargo handling and their impacts on port security. Semi-structured interviews were conducted in this study; participants were selected through purposive snowball sampling, and the data were analysed using thematic analysis. The findings reveal that time pressure and weak internal monitoring primarily drive these violations. To address this, the study recommends enhanced training, better education, and stricter enforcement to foster transparent and secure cargo operations. Ultimately, mitigating these integrity issues will improve Malaysia’s Corruption Perceptions Index, boost foreign investment, and strengthen the national economy.
