A Multi-Criteria Model for Assessing Maritime Piracy Risk in Global Shipping

ABSTRACT: Maritime piracy and armed robbery remain significant threats to global shipping, affecting vessel safety, crew welfare, routing, insurance costs, and supply chain reliability. This paper proposes a semi-quantitative multi-criteria framework for assessing piracy risk. The model combines incident probability, vessel or route vulnerability, and weighted consequences, including crew safety, operational disruption, economic loss, legal complexity, and supply chain impact. Using selected piracy-prone regions and hypothetical route scenarios, the framework shows that risk is highest where frequent incidents coincide with high vulnerability and severe consequences. It offers a transparent, adaptable tool for operators, insurers, security professionals, and policymakers.
